I’m Jeffrey Watkins, and I am running to serve as District 16’s Idaho State Representative.
As a lifelong Idahoan, I believe in an Idaho that supports and enriches the lives of all its residents—an Idaho where all people can live a life of dignity.
Our current lawmakers seem more focused on making life worse for most Idahoans instead of addressing any of the real problems in our state. I face the effects of that in all parts of my life. As an educator, I haven’t just read reports–I’ve seen firsthand the damage of high educator turnover rates, crowded classrooms, and substitute teacher shortages. I am also a first time home-buyer, a union member, and a part of the LGBTQIA+ community. I have personally experienced the harm that our state legislature has done to the people it’s sworn to serve.
That isn’t the Idaho that I want to live in, and it’s not the one that we deserve. That’s why I’m running for office. Together, we can build a future with strong, fully-funded public schools, fairly paid teachers, equal access to healthcare, reasonable housing prices, and a clean environment. We can demand more from politicians who forget who they represent once they take office. We can have an Idaho where people live their lives without fear of discrimination, isolation, or marginalization.
Idaho’s history is full of regular people who stepped off the sidelines and took a stand to demand that our government does better for the people. Now, I hope to join that legacy—and I hope you will stand with me.
My Priorities

In 2005, the Idaho Supreme Court ruled that Idaho is not fulfilling its constitutional mandate to fully fund our schools. Over twenty years later, our schools are still just as underfunded. I have witnessed first-hand how districts are forced to run supplemental bonds and levies just to keep basic daily operations running. When those fail, class sizes get bigger, staff gets cut, and vital facility maintenance gets delayed.
At the same time, our public education system is being purposefully sabotaged by corporate elites seeking to sow doubt about our public schools in order to redirect public money straight into their pockets.
If elected, I will:
Firmly advocate for the full funding of our public schools, so that local districts aren’t forced to burden their communities with constant levies and bonds
Stand against misinformation about our public education system that anti-education groups have invented to justify the intense and needless micromanaging of our schools
Strongly oppose any efforts to spend public dollars on private school vouchers

Idaho’s current legislature harms our healthcare system, increasing costs and reducing Idahoans’ ability to access timely, high-quality care. This leads to poor outcomes for individuals and communities. Idaho needs to re-establish abortion care to Dobbs-era access. Abortion is an essential tool in managing the health of pregnant people. Idaho has lost a large portion of our healthcare workforce because they risk violating the law while only trying to protect the health of their patients.
I am committed to fight for fully funded Medicaid and restored abortion access. I will advocate for Idaho to strengthen the pathways and partnerships to train and recruit more medical personnel so that our healthcare system is fully staffed by highly qualified professionals.

Idahoans have a deep connection to our environment. Crystal clear water, clean air, public parks and wide-open spaces are essential to our way of life. I am proud to support efforts to protect and expand access to our outdoor spaces.
I helped promote the Clean Water and Open Space Levy in 2025, am a frequent volunteer with the Idaho Chapter Sierra Club, donate to support the Nature Conservancy, and have recently been selected for Conservation Voters of Idaho’s Boards and Commissions Fellowship, where I will learn even more tools to help advocate for environmental causes that are core to our identity as Idahoans.

Every Idahoan deserves a safe home to live in and raise their families. However, for many, that dream is unobtainable.
As a first-time homebuyer, the small condominium I purchased last year was nearly out of reach of my teacher’s salary, despite being one of the cheapest properties on the market. Home ownership sits out of reach for many first-time buyers, and rising property taxes force our retirees to lose the homes that they've owned for decades.
Rental rates are similar. A family making the median household income can barely afford to rent an entry-level home. Many people fall below that line and struggle to afford housing at all.
Homelessness and housing insecurity is devastating and traumatizing to our community members. Higher wages can help, but that’s only part of the solution. Local governments should also be enabled by the state government to reduce costs and increase affordability.
Boise is fortunate to have many exceptional housing organizations that are working to solve the ongoing housing crisis. If elected, I will work closely with these organizations to develop real state-wide solutions to our housing crisis, and I will oppose any efforts that criminalize or further punish those who are already struggling with housing.

Idahoans deserve dignified and fair working conditions. Employers have laws that they must follow to ensure the safety and dignity of their employees, and the government has a duty to create regulations, non-discrimination ordinances, and other laws to ensure fair employment.
Unfortunately, discrimination, wage theft, and other unsafe practices still happen. Unions, professional associations, and other community organizations are key players in creating accountability within the workplace. Treating employees fairly is just good business.
As a proud Union member, I will help advance legislation that creates a fair economy for all Idahoans and protects workers, and I will oppose any efforts to restrict our rights to unionize, form associations, or otherwise participate in community organizations.

When governments and community leaders fail at their duties, they create scapegoats to avoid accountability. Currently, Idaho’s leaders are pointing their fingers at LGBTQIA+ and immigrants to distract us from their own failures. It’s easier to blame others than it is to solve real problems.
The folks that make up these groups aren’t dangerous strangers—these are our friends, family, and neighbors. They start businesses and run community centers. The inclusion of all makes our communities stronger, healthier, and more vibrant.
The cruelty directed towards LGBTQIA+ folks and immigrants does not benefit our communities. In fact, it does the opposite. Bathroom bills that target LGBTQIA+ individuals do nothing but encourage overzealous agitators to harass people in the restrooms who don’t fit perfect gender standards. This leads to fear, trauma, and even health issues from bathroom avoidance.
When law enforcement rips families apart at churches and schools, it traumatizes our communities and ruins our trust in our institutions of law. When we allow authority to persecute any group, we signal that we are okay with persecution.
Already we hear lies about immigrants to justify over-policing, eradicating due process, and restricting voting access. We are told misinformation about trans children to justify the dismantling of public education. The longer we wait to stand up for these groups, the harder it becomes to take a stand. I choose to unapologetically fight for these groups right now.

The Idaho Constitution requires the Legislature to create a balanced budget. This year, the Legislature failed at its mandate because of pointless spending and tax giveaways to the wealthy, such as the $50 million tax vouchers given to private schools with no oversight.
A budget has two parts: revenue and spending. It’s important to be smart in spending, but managing spending is not the only tool to balance a budget. Reducing the budget of essential programs such as Medicaid, public education, SNAP, and the Department of Transportation may save us pennies today, but will lead to costly problems that require far more resources to fix in the future.
We should be solving our “budget crisis” by increasing revenue, not by decreasing spending for critical programs. We are experiencing unprecedented growth, and with smart management and revenue generation, this growth could lead to an increase in the quality of life for everyone. We can afford to make investments in our state that will pay off both economically and for the health and well-being of all Idahoans. Schools, bridges, libraries, and hospitals all cost money—but it’s easy to see how investing directly in our communities is good for Idaho.

I consider myself blessed to be raised in Idaho. I grew up in Eagle, surrounded by close family, friends, and neighbors who’ve supported me. I’ve spent numerous hours enjoying the Boise River, the Foothills, and the parks that make the Treasure Valley so special. I received my Bachelors of Science in Chemistry from Boise State University.
For six years, I have been serving my community as a public school teacher and a union leader. I show my students the joy in learning, while also helping them navigate the unique difficulties of growing up in the modern era. I haven’t just read reports or headlines about social media’s impact on children, the turnover rate of educators, crowded classrooms, and substitute shortages—I see the damage it does firsthand, and I champion real solutions to solving these problems.
I serve as Vice President of Idaho Education Association Region 9 (our teacher’s union), am a union representative for Meridian Academy High School, and am on the Executive Board of the West Ada Education Association. From my position on the Executive Board, I’ve helped shape stronger non-discrimination policies in West Ada, advocated for fair treatment of educators, and increased educator involvement in the political process through our union’s Lobby Days. I know what it means to lead in an environment that feels completely against you, and am not afraid to make my voice heard for what our community needs. I’ve also been serving as Democrat Precinct Captain of District 16, which has given me boots-on-the-ground experience for what it takes to empower our community to take political action.
I’m grateful to have these opportunities to lead, but my most valuable experiences have come from volunteering with our amazing community organizations. Volunteering with Reclaim Idaho sparked my interest in politics. I rally with the Idaho Sierra Club to protect our environment. I joined with Conservation Voters of Idaho to help pass the Open Space Levy. I educate others on their rights with the American Civil Liberties Union.
These experiences have taught me that Boiseans love Idaho. They care about their neighbors, and listening to their experiences helps broaden my understanding of the challenges they face. One person I talked to while volunteering described how the cost of their mammogram has skyrocketed in the past year—which I would never have learned first-hand! Everyone is an expert on their own lives, and I am so fortunate to get to learn from my neighbors.
Idahoans deserve representatives who will listen to them, fight for them, and understand their daily struggles. In addition to being an educator and proud union member, I am also a first time home-buyer who has to be savvy to make ends meet, a member of the LGBTQIA+ community, and support my partner who relies on Medicaid to manage her health. All of these groups—alongside many others—are being attacked and undermined by the current Legislature. We deserve better. Our leaders should be true to their word, serve the public good, and hold our institutions accountable—and that’s exactly what I intend to do.
I strive to serve my district as a confident, powerful voice for a better Idaho where all residents can live a life of dignity and happiness. This has always been the promise of the United States. The Declaration of Independence, one of our country’s earliest documents, states that it is a government’s purpose to safeguard the rights of life, liberty, and the pursuit of happiness.
This purpose has yet to be fulfilled, but Idaho’s history is full of everyday people who stepped up & took a stand to demand better. I hope to join that legacy—and I hope you’ll stand side-by-side with me.
